When does a new project require a new substation or transmission connection?

Short Answer

A new substation or transmission-level connection is required when an existing distribution connection cannot safely accommodate the project, lacks the necessary physical facilities, or would require more extensive modification than a new connection arrangement. Project size is important, but the decision ultimately depends on the PSS, network configuration, available substation space and the Grid Owner’s approved connection scheme.

A new substation, switching station or transmission interconnector can add substantial cost, land requirements and development time. Developers therefore need to determine the likely connection architecture before finalising the site, plant capacity, delivery date or bid price.

For transmission-connected LSS, Malaysia’s guideline describes two principal arrangements:

1. Connection to an existing substation. This is possible if the substation has space to extend its busbars, install a complete connection bay and accommodate the required protection and control panels.

2. Connection to an existing transmission line. If connection is made by looping into a nearby overhead line or underground cable, the developer must construct a new switching station or TNB Interconnection Facility to the Grid Owner’s specifications.

Transmission-connected LSS generally means connection at 132 kV or above and capacity of at least 30 MWac, unless the Energy Commission approves otherwise. The PSS and the Grid Owner/System Operator determine the appropriate voltage, injection capacity and scheme.
