“No capacity” normally means that the proposed project cannot inject its full output at a particular connection point without breaching at least one network planning or operating limit. It does not necessarily mean that every nearby wire is physically full, or that connection is permanently impossible.
The phrase can hide very different problems, each requiring a different response. A transformer overload might require reinforcement; daytime reverse power flow might be addressed by storage or export control; a lack of substation space may require an entirely new connection arrangement.
Grid capacity is not one universal number. A node may be constrained by one or more of the following:

The guideline considers feeder security, daytime trough demand, transformer loading, voltage rise and fault levels. It specifies, among other criteria, a 2 MW limit for an 11 kV feeder and a transformer penetration limit based on 85% of the daytime trough, subject to the detailed study.
